What is Black magic, is generally understood as a supernatural power used for evil and selfish purposes.
Like a bullet of a gun can kill a person, but NOT all people is killed by bullet. Like a running car on a person can kill that person but not every or maximum people gets killed by running car etc, in the same way black magic do exist but not all are harmed by it.
The question is logically very correct as some people are scared of black magic and think that anyone one can do anything to have a control over something.
If it happens so then the whole world will be full of negatives, and evil will take over everything and there would not have been any human being in the society. Everyone would have been busy in doing witchcraft against others.
For example in politics there would not have any voting where billions and billions of people are casting their vote to elect a leader only black magic would have done the work. The leader would have played black magic / jadu tona over each other and get winning success.

Firstly as defined by layman the black magic or witchcraft is NOT SO EASY THING TO LEARN AND PRACTICE by every other person. SECONDLY NOT ALL PERSON CAN BE VICTIM OF BLACK MAGIC.

We have seen poorman’s baby playing in dirt in the road side are not effected by any disease but a rich man’s baby are so much protected but still gets infected. Its because the immune system of the poorman’s baby is stronger than the richman’s baby. ( this is example only )
Like for the disease the immune system come into play for not allowing to overtake the body, in the same way the planetary positions in our horoscope do not allow such energy to overtake us so easily if they donot support it.
